Dr. Megh Raj Goyal obtained his bachelor degree in agricultural engineering from Punjab Agricultural University, Ludhiana, India. He obtained his MS and PhD degrees in agricultural engineering from Ohio State University, USA. At present, he is a professor of agricultural and biomedical engineering at the University of Puerto Rico, Mayaguez campus. He has published more than 200 technical articles in professional journals, a textbook on the elements of agroclimatology, conference proceedings on biomechanics, and two bibliographies on micro irrigation. A professionally licensed engineer, he is known as the "Father of Irrigation" in Puerto Rico.
