Climate change is an inevitable and urgent global challenge with long-term implications for the sustainable development of all countries. To overcome this human crisis, the scientific consensus is driving global action towards low carbon economics. Though this action has to involve all sectors (industries, governments, and citizens) and at all levels (global, national and regional levels), the implementation of climate strategies will predominantly be at the regional level. By establishing an innovative range of model technologies, this book aims to develop systematic quantificational methods, such as uncertain multi-objective programming models and system dynamics models, to provide a new approach to low carbon economics that can serve as a paradigm for general regions. At the same time, it offers decision makers a number of effective strategies for some key issues in regional low carbon development, such as greenhouse gas control, ecological capacity evaluation, regional economic prediction, energy structure optimization, land resource utilization, industrial structure adjustment, low carbon industrial chains, low carbon transportation systems and low carbon tourism. It also provides researchers with a new perspective on how to address social problems using quantitative techniques.

Jiuping Xu was born in 1962. He obtained his PhD in applied mathematics from Tsinghua University, Beijing, China, and PhD in physical chemistry from Sichuan University, Chengdu, China, in 1995 and 1999, respectively. Dr.Dr. Xu is a Distinguished Professor of the "Chang Jiang Scholars Program" of the Ministry of Education of the People's Republic of China, the Executive Director of the Low-carbon Technology and Engineering Research Center and the Director of Uncertainty Decision Making Laboratory, Sichuan University. Prof. Xu was appointed a lifetime academician of the International Academy of Systems and Cybernetic Sciences (IASC) in 2010, an IEEE Senior Member in 2011, and I.C.D.M. Fellow in 2012. He is the President of the International Society for Management Science and Engineering Management (ISMSEM), and the Vice-President of The Systems Engineering Society of China (National society), Vice-President of the Chinese Society of Optimization & Overall Planning and Economical Mathematics (National society), the Editor in Chief of The International Journal of Management Science and Engineering Management (IJMSEM), the Executive-Editor in Chief of the World Journal of Modelling and Simulation (WJMS), the General Chair of a Series of International Conferences on Management Science and Engineering Management (ICMSEM). His current research interests include low carbon economics and management science. He has published more than 50 official books and 400 journal papers. He was awarded the International Federation of Operations Research Societies (IFORS) prize for development at the IFORS XIV Conference, Vancouver, in 1996, and has received numerous prizes in China, including the China Youth Prize for Science and Technology in 2004.

Liming Yao was born in 1984. He obtained his Ph.D. in Management Science and Engineering from Sichuan University in 2012. He is currently an assistant professor in Sichuan University. He haspublished 1 book in Springer and 12 journal papers in Energy Policy, Mathematical and Computer Modelling, International Journal of Approximation Reasoning, Fuzzy Optimization and Decision Making, Petroleum Science and Technology, International Journal of Mathematics and Mathematical Sciences, World Journal of Modelling and Simulation. He also attended the international conference 'Asia Conference on Intelligent Manufacturing & Logistics Systems' in Japan and gave the report.

Yi Lu was born in 1983. He obtained his Ph.D. in Technical Economy from Sichuan University in 2012. He is currently an assistant professor in Sichuan University. He is also a researcher in Engineering Research Center of Low Carbon Technology and Economy, Sichuan University. Dr. Lu was elected the I.C.D.M. Member. His research interests focus on low carbon development and post-disaster reconstruction. His recent book 'Introduction to Low Carbon Economy' has been published in Science Press in 2011. He has published articles in the journal Natural Hazards and Disaster Prevention and Management regarding post-Wenchuan earthquake reconstruction, proposing the idea of low carbon reconstruction.
